History 

Vietnam - Russia Tropical science and technology research Center (Vietnam - Russia Tropical Center, formerly Vietnam - Soviet Tropical sience research and testing center) was founded under Decree No.25/HĐBT issued on March 7th, 1988 by the Council of Ministers (now the Government) of the Socialist Republic of Vietnam based on the Agreement signed on March 7th, 1987 by and between the Government of the Socialist Republic of Vietnam and the Government of the Union of the Soviet Socialist Republics on cooperation in construction of special works on the territory of the Socialist Republic of Vietnam. The Center has the operation regulations of a scientific (scientific - technological) organization under the inter-governmental cooperation framework between the Socialist Republic of Vietnam and the Russian Federation and operates under the laws of the Socialist Republic of Vietnam, Agreements, Protocols, and  international treaties that are effective within the relationship between the two Socialist Republics of Vietnam and the Russian Federation

Pursuant to the Additional Protocol signed on November 11th, 1993, the Russian Federation succeeded the Soviet Union in performing the responsibilities stated in the Agreement signed on March 7th, 1987, and Vietnam - Soviet Tropical sience research and testing Center was renamed as Vietnam - Russia Tropical science and technology research Center. Since its establishment, the two Governments of Vietnam and the Soviet Union (later the Russian Federation) have signed four Additional Protocols the Agreement in 1989, 1993, 2004, and 2018.

The governing bodies of Vietnam - Russia Tropical Center are the Ministry of National Defense (Vietnamese) and the Ministry of Science and Higher Education (the Russian Federation). The Center’s Vietnam - Russia joint activities are led by the Coordination Committee for Vietnam - Russia Tropical Center that consists of Vietnamese side and Russian side. Vietnamese side’s members are representatives from the Ministry of Defense, Government Office, Ministry of Science and Technology, Ministry of Natural Resources and Environment, Ministry of Education and Training, Ministry of Health, Ministry of Agriculture and Rural Development, and Vietnam Academy of Science and Technology. For Russian side, there are Ministry of Science and Higher Education  of the Russian Federation, Russian Academy of Sciences, Ministry of Defense, Ministry of Foreign Affairs and corresponding agencies and organizations.

Function

- Conducting scientific and technological researches in the fields of Tropical Materials, Tropical Ecology, and Tropical Biomedicine to solve urgent problems of the two countries.

- Practically deploying and supporting the application of innovative solutions and advanced technologies in the Socialist Republic of Vietnam and the Russian Federation.

- Coordinating and supporting the cooperation between Vietnamese and Russian organizations in fulfilling scientific and technological tasks.

- Training Vietnamese and Russian experts, including qualification training and improvement.

- Participating in the implementation of bilateral cooperation programs and projects between the Socialist Republic of Vietnam and the Russian Federation.

- Cooperating in science and technology with third-country organizations and participating in international projects suitable to the fields of operation of the Center.

Achievement

After more than 36 years of construction and fulfillment of tasks, Vietnam - Russia Tropical Center has become a multidisciplinary tropical science and technology organization with position and professional reputation affirmed in Vietnam, Russia, and the world. The results of scientific and technological activities of the Center have contributed positively to the defense, security, and socio-economic tasks of the country. The orientation to prioritize defense and security in the Center's science and technology activities has been increasingly evident. The organization, staffing, and material and technical facilities of the Center have been built synchronously with a appropriate scale to meet the requirements of international cooperation tasks in tropical science and technology. The Vietnamese scientific staff has been consolidated and accumulated with working experience in the environment of international cooperation in science and technology to form a number of strong scientific collectives to be ready to receive and complete all assigned tasks. The Vietnam - Russia Tropical Center is a bridge in science and technology between Vietnam and Russia and has a proven working relationship with many Russian scientific and technological organizations and experts. It has also actively developed relations with partners outside Russia, that is a condition for developing deeper, broader, and more effective international cooperation in the coming time. With its achievements, the Center has actively contributed to the consolidation and development of the traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
