Meeting of the Standing Board of the Intergovernmental Coordinating Committee for the Vietnam-Russia Tropical Centre
23/05/2026On the afternoon of 21 May, the Meeting of the Standing Board of the Intergovernmental Coordinating Committee for the Vietnam-Russia Tropical Centre was held in Hanoi.
Senior Lieutenant General Nguyen Truong Thang, Member of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Deputy Minister of National Defence, Chairman of the Vietnamese Subcommittee and Co-Chairman of the Intergovernmental Coordinating Committee for the Vietnam-Russia Tropical Centre, and Mr. Mogilevskiy Konstantin Ilich, Deputy Minister of Science and Higher Education of the Russian Federation, Chairman of the Russian Subcommittee and Co-Chairman of the Intergovernmental Coordinating Committee for the Vietnam-Russia Tropical Centre, co-chaired the meeting.

Senior Lieutenant General Nguyen Truong Thang and Mr. Mogilevsky Konstantin Ilich co-chaired the meeting.
At the meeting, the Standing Board of the Coordinating Committee heard reports presented by Major General Dang Hong Trien and Doctor of Science Andrey Nikolaevich Kuznetsov, Co-Directors General of the Vietnam-Russia Tropical Centre, on the results of scientific and technological activities, capacity building, and the implementation of the Resolution of the 36th Meeting of the Coordinating Committee. The Standing Board acknowledged and highly appreciated the Centre’s scientific and technological achievements in the first six months of 2026.
Mr. Mogilevsky Konstantin Ilich, Deputy Minister of Science and Higher Education of the Russian Federation, congratulated Senior Lieutenant General Nguyen Truong Thang on his new appointment and expressed confidence that he would continue to promote his role and help develop the Vietnam-Russia Tropical Centre into a model of bilateral cooperation in line with the orientations of the senior leaders of the two countries. He agreed with the reports and opinions presented at the meeting and affirmed that the Centre has always held an important and distinctive position in Vietnam-Russia relations.
Senior Lieutenant General Nguyen Truong Thang expressed his sincere gratitude to the leaders of the State, the Government, and the Ministry of Science and Higher Education of the Russian Federation for their constant attention, active participation, and support for the activities of the Vietnam-Russia Tropical Centre. The Vietnamese Subcommittee and the Ministry of National Defence of Vietnam acknowledged and highly appreciated the Board of Co-Directors General of the Vietnam-Russia Tropical Centre, as well as the Vietnamese and Russian staff, for their great efforts in the first six months of 2026 to overcome difficulties and proactively implement and ensure the progress of the scientific and technological research plan and other areas of work, including organizational and staffing consolidation, the establishment of several new research laboratories in the fields of rare earth technology, biotechnology, and advanced materials, and the development of modern and synchronized infrastructure and laboratories. These efforts provide a solid foundation for breakthrough development in the Centre’s scientific and technological activities in the coming period.
Senior Lieutenant General Nguyen Truong Thang expressed his hope that, in the coming time, the two Subcommittees would direct the Vietnam-Russia Tropical Centre to proactively and resolutely implement the following tasks: urgently develop the 2027 science and technology plan and submit it to the 37th Meeting of the Coordinating Committee; study the inclusion of comprehensive survey missions in Vietnamese sea areas in the annual plan and effectively utilize the research vessel “Professor Gagarinskiy”; organize activities to mark the 40th anniversary of the Centre’s establishment as agreed by the Coordinating Committee; promote new research directions; strictly implement the Regulations on the organization and operation of the Centre for Tropicalization of Technical Equipment and Technology Adaptation; draft a Protocol to the Intergovernmental Agreement dated 7 March 1987; and prepare for the organization of the 37th Meeting of the Coordinating Committee in the Russian Federation.
Senior Lieutenant General Nguyen Truong Thang and Mr. Mogilevskiy Konstantin Ilich signed the minutes of the meeting.
At the same time, the Board of Co-Directors General was requested to continue implementing the tasks in accordance with the conclusions of the 36th Meeting; further attract and supplement personnel from both sides; gradually implement the Strategy for the Centre’s Development until 2035; consolidate the organizational structure; improve the quality of training; and invest in modern facilities and equipment.
