Russian State Duma Chairman visits Vietnam-Russia Tropical Center

On the afternoon of September 28 in Hanoi, within the framework of his official visit to Vietnam, Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin headed a high-level Russian delegation on a visit to the Joint Vietnam-Russia Tropical Science and Technology Research Center (VRTC).

Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee, Member of the Central Military Commission, Deputy Minister of National Defense, Chairman of the Vietnam Subcommittee, and Co-Chairman of the Intergovernmental Coordinating Committee on VRTC, welcomed the delegation.

The visit took place in a particularly significant context, as the entire Party, people, and armed forces of Vietnam had recently celebrated the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam.

On this special occasion, First Deputy Chairman of the Federation Council of Russia Vladimir Vladimirovich Yakushev attended the ceremony, while the Russian Ministry of Defense dispatched a military unit to take part in the parade at Ba Dinh Square in Hanoi. The event stood as a vivid symbol of the solidarity and close ties between the two nations, forged through the trials of history.

Russian State Duma Chairman Vyacheslav Volodin and Sr. Lt. Gen. Hoang Xuan Chien, along with delegates from both countries, visited the Tradition House of VRTC.

Earlier in September, Senior Lieutenant General Alexander Vasilyevich Fomin, Deputy Minister of Defense of Russia, and Sr. Lt. Gen. Hoang Xuan Chien co-chaired the 8th Vietnam-Russia Defense Strategic Dialogue. Around the same time, Assistant to the President, Chairman of the Russian Federal Maritime Council Nikolai Platonovich Patrushevvisited VRTC. These engagements provided an opportunity for both sides to discuss a broad range of defense cooperation issues, with particular emphasis on collaboration within the framework of the Center.

The Comprehensive Strategic Partnership between Vietnam and Russia has been deepening in a substantive and effective manner across all areas, as reflected in recent high-level visits by the leaders of both countries. Highlights include Russian President Vladimir Putin’s visit to Vietnam in June 2024, Prime Minister Mikhail Mishustin’s visit in January 2025, and General Secretary To Lam’s visit to Russia in May 2025 to attend the 80th anniversary of the Victory in the Great Patriotic War.

VRTC stands as a symbol of the effective cooperation between the two countries.

As part of the visit, the Vietnam People’s Army sent personnel to participate in the military parade at Red Square. Notably, the two sides issued a Joint Statement outlining the major orientations of the Comprehensive Strategic Partnership between Vietnam and Russia for new stage of cooperation, emphasizing that “VRTC is a highlight of effective collaboration, contributing to the socio-economic development tasks of both countries.”

Russian State Duma Chairman Vyacheslav Volodin and Sr. Lt. Gen. Hoang Xuan Chien visited a laboratory at VRTC.

Within the overall framework of the traditional friendship and Comprehensive Strategic Partnership between the two countries, the Governments and relevant ministries have implemented commitments through concrete actions. The Russian Federation has provided the Center with two mobile testing vehicles, enhancing its capacity in infectious disease research, surveillance, and emergency response. Russia has also sponsored a wide range of modern equipment, thereby strengthening the Center’s scientific and technological potential, including the research vessel “Professor Gagarinsky”, which enables in-depth studies on ecology and biodiversity in deep-sea and offshore areas.

Major General Dang Hong Trien, General Director of VRTC, presented a souvenir to Russian State Duma Chairman Vyacheslav Volodin.

In addition, the two sides are stepping up technology transfer activities and advancing procedures for establishing a tropicalization and technology adaptation center. These represent breakthroughs in promoting the application and transfer of technology within the framework of VRTC.
