Vietnam - Russia Tropical Center and its subordinates have always attached great importance to valuing scientific and technological staff who are considered as the core in the fulfillment of political tasks and the unit’s development. The Center has always creates the best conditions in terms of facilities and working environment for scientific staff to bring out the best in proposing and participating in the implementation of scientific research and technology transfer projects and tasks. Every year, the Center sends scientific staff to professional fostering and postgraduate and doctorate-level training courses at home and abroad. At the same time, it always receives scientific staff with expertise and qualifications suitable to the directions of the research industries and tasks to be fulfilled. The Center currently has nearly 200 scientific researchers, of which 80% have master's degrees or higher, 50% of scientists are under 40 years old. 11% of staff are recognized as principal researcher and senior researcher.
Developing a scientific human resource development plan is one of the important goals in association with the development of Vietnam - Russia Tropical Center. In the 2015 - 2020 period, the Center had 39 scientists who participated in doctoral training programs, of which 21 of them were trained in Russia (9 officials successfully defended their theses), 26 staff participated in master's training, and 95 times of the Center's staff sent to training courses professional, technical, and skill improvement in service of scientific and technological research, of which 51 times of training in the Russian Federation. In addition to selecting and receiving highly-qualified and professional scientific staff who are suitable for the tasks of scientific research and technology transfer, the Center has created favorable conditions in terms of facilities, equipment, materials, laboratories, and other necessities under its regular operating budget so that scientific staff can maximize their capacity and enjoy benefits worthy of the results of scientific and technological activities and tasks undertaken. It has also ensured maximum resources to implement the policies of using and valuing scientific staff and and timely rewarding those with outstanding achievements in scientific research and technology transfer. Thanks to its proper policies, the number of scientists capable of leading research tasks at the National and Ministry of Defense levels and other important research tasks is increasing and at a younger age.
On the Russian side, the annual number of Russian officials sent to the Center for Vietnam - Russia joint tasks averages from 100-200. Most of them are experts, academics, and doctors from prestigious research institutions and organizations, such as Institutes of the Russian Academy of Sciences, Ministry of Science and Higher Education, Ministry of Defense of Russian Federation and nearly 50 other establishments. Thanks to the close cooperation with Russian scientific research organizations and the dedicated help of Russian leading scientists, officials from both sides have had joint research proposals, projects, and works to meet the requirements and jointly develop the science of the two countries.
