Meeting of the Standing Committee of the Intergovernmental Coordinating Committee on the Joint Vietnam-Russia Tropical Science and Technology Research Center

The Standing Committee of the Intergovernmental Coordinating Committee on the Joint Vietnam-Russia Tropical Science and Technology Research Center (VRTC) held a session on the afternoon of June 30 in Hanoi.

Senior Lieutenant General Hoang Xuan Chien, member of the Central Committee of the Communist Party, Deputy Minister of National Defense, Chairman of the Vietnam Subcommittee, and Co-Chairman of the Intergovernmental Coordinating Committee on VRTC, together with Mr. Mogilevskiy Konstantin Ilich, Deputy Minister of Science and Higher Education of the Russian Federation, Chairman of the Russian Subcommittee, and Co-Chairman of the Intergovernmental Coordinating Committee on VRTC, co-chaired the session.

Sr. Lt. Gen. Hoang Xuan Chien welcomed Mr. Mogilevskiy Konstantin Ilich to attend the session of the Standing Committee of the Intergovernmental Coordinating Committee on VRTC.

Both sides expressed their pleasure that the session of the Standing Committee of the Intergovernmental Coordinating Committee on VRTC took place right after the visit of the Russian Federation President Vladimir Putin to Vietnam, further promoting and deepening the comprehensive strategic partnership between the two nations.

The Standing Committee of the Coordinating Committee listened to Major General Dang Hong Trien and Doctor of Science Andrey Nikolaevich Kuznetsov, co-directors of VRTC, report the results of scientific and technological activities, capacity building, and the implementation of the Resolution of the 34th session of the Coordinating Committee. They noted and highly appreciated the scientific and technological activities in the first six months of 2024 and the capacity-building activities of VRTC, as well as the signing of a Memorandum of Understanding between the VRTC and the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) on cooperation in developing laboratory infrastructure for disease prevention and control.

An overview of the session.

At the event, the Standing Committee of the Coordinating Committee discussed and provided opinions on many significant issues, such as approving the Memorandum of Understanding on the transfer of the research vessel "Professor Gagarinsky" and the Development Strategy of VRTC until 2035; the draft supplementary protocol to the Agreement dated March 7, 1987; and the development of the Center's scientific research and application program for the period 2025-2029.

Senior Lieutenant General Hoang Xuan Chien and Mr. Mogilevskiy Konstantin Ilich congratulated VRTC on being awarded the Russian Federation Presidential Certificate of Gratitude.

In a spirit of openness, cooperation, and high consensus, both sides signed the session minutes, the Development Strategy of VRTC until 2035, and the Memorandum of Understanding on the transfer of the research vessel "Professor Gagarinsky"; agreed on the content, time, and location for the 35th session of the Intergovernmental Coordinating Committee on VRTC and assigned the Center to continue the implementation of the Resolution from the 34th session of the Coordinating Committee.

At the session, on behalf of the President of the Russian Federation, the Russian Ambassador to Vietnam, Gennady Stepanovich Bezdetko, presented the Russian Federation Presidential Certificate of Gratitude to VRTC for the Center’s contributions to strengthening the traditional relationship and comprehensive strategic partnership between the Russian Federation and Vietnam.
