Russian Deputy Prime Minister Dmitry Nikolayevich Chernyshenko pays a working visit to Vietnam-Russia Tropical Center
14/01/2025On the morning of January 14, Russian Federation Deputy Prime Minister Dmitry Nikolayevich Chernyshenko led a delegation to visit and work at the Joint Vietnam-Russia Tropical Science and Technology Research Center (VRTC).
Senior Lieutenant General Hoang Xuan Chien, member of the Central Committee of the Communist Party, Deputy Minister of National Defense, Chairman of the Vietnam Subcommittee of the Intergovernmental Coordinating Committee on VRTC, presided over the welcoming ceremony.
On behalf of the Vietnamese Ministry of National Defense, Sr. Lt. Gen. Hoang Xuan Chien extended his appreciation and gratitude to Deputy Prime Minister Dmitry Nikolayevich Chernyshenko for his visit and valuable guidance regarding the activities of the Intergovernmental Coordinating Committee on VRTC, as well as for attending the handover ceremony of the second mobile laboratory vehicle sponsored by the Government of the Russian Federation.

Sr. Lt. Gen. Hoang Xuan Chien emphasized that in 2024, the comprehensive strategic partnership between Vietnam and the Russian Federation continued to be strengthened and further developed. Both sides have engaged in numerous high-level exchanges, with significant contributions from various ministries and agencies of both nations, as well as the Intergovernmental Coordinating Committee on VRTC, yielding notable achievements such as approving the development strategy for VRTC until 2035; advancing the transfer of the scientific research vessel “Professor Gagarinskiy”; developing laboratory infrastructure to support disease prevention and control efforts; promoting technology transfer activities within the framework of VRTC... At the Vietnam International Defense Expo 2024, both parties participated in a series of exchanges, with the Russian Federation actively participating and showcasing a wide array of advanced technological products.

Sr. Lt. Gen. Hoang Xuan Chien expressed his belief that in 2025 and the years ahead, cooperation between Vietnam and the Russian Federation in general, and within the framework of the VRTC in particular, would continue to flourish under the guidance and direction of the senior leadership of both nations.
In response, Deputy Prime Minister Chernyshenko expressed his sincere appreciation for the warm and thoughtful reception from the Vietnamese Ministry of National Defense. He recalled that during Russian President Vladimir Putin's state visit to Vietnam in June 2024, the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) signed a cooperation agreement with VRTC. Together, the two parties have conducted over 60 joint scientific surveys, researched approximately 500 strains of infectious disease agents, and published nearly 100 scientific papers.

Also on this occasion, Deputy Prime Minister Chernyshenko and Sr. Lt. Gen. Hoang Xuan Chien attended the handover ceremony of a mobile laboratory vehicle provided by the Russian Federation to VRTC. This is the second mobile laboratory sponsored by Rospotrebnadzor, aimed at supporting scientific research and preventing and combating the spread of dangerous infectious diseases in Vietnam. The vehicle is equipped to conduct up to 800 tests per day and is capable of operating in remote and challenging areas.

Deputy Prime Minister Chernyshenko reaffirmed Russia's continued support for Vietnam in building independent research infrastructure, further strengthening cooperation within the framework of VRTC, and helping Vietnam enhance its capacity to respond swiftly to outbreaks of dangerous infectious diseases.
Speaking at the handover ceremony, Major General Dang Hong Trien, General Director of VRTC, conveyed his deep appreciation to the Government of the Russian Federation, the Intergovernmental Coordinating Committee on VRTC, and Rospotrebnadzor for their sponsorship and the transfer of the mobile laboratory vehicle to VRTC. He further affirmed that the Center would effectively utilize the mobile testing vehicle in its efforts to combat disease outbreaks, thereby making significant contributions to scientific research and the safeguarding of public health.
