30/11/2023On the afternoon of November 30, in Hanoi, the Intergovernmental Coordinating Committee for the Joint Vietnam-Russia Tropical Science and Technology Research Center (VRTC) convened its 34th meeting. Senior Lieutenant General Hoang Xuan Chien, Member of the Party Central Committee, Deputy Defense Minister, Chairman of the Vietnam Subcommittee and Mr. Konstantin Ilyich Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation, Chairman of the Russian Subcommittee, co-chaired the meeting.

At the meeting, Sr. Lt. Gen. Hoang Xuan Chien expressed his appreciation and sincere thanks to the Government of the Russian Federation, leaders of the Ministry of Science and Higher Education of the Russian Federation for their ongoing interest in the activities of VRTC. This year, despite being influenced by various objective impacts, VRTC has successfully completed the misions outlined in the Coordinating Committee's Resolution of the 33rd session as well as those allocated by the Vietnamese and Russian Subcommittees on different aspects of work in 2023.

The Center's scientific and technological research activities went basically as planned, yielding many profitable results for both science and practical applications in its three main directions: Tropical materials, tropical ecology, and tropical medicine. Notably, the Leaders of the Ministry of National Defense have approved the Center’s several products for widespread application; several other products and technologies are being put into practical application in collaboration with other units; many other products and technologies with broad applicability; and several significant research cooperation tasks, which were previously suspended, has been resumed by the two parties.

Human resource development and research facility strengthening continued to receive attention and investment. The quality of teaching and learning Russian was ensured. Emphasis was laid on foreign affairs, actively contributing to the fulfillment of the center's political tasks.
Regarding the 2024 plan, Sr. Lt. Gen. Hoang Xuan Chien requested that the two Subcommittees focus on directing VRTC to operate proactively, drastically, and with a focus on implementing several contents.
First and foremost, the Center's Development Strategy must be urgently implemented, prioritizing perfecting the organization, staffing, training and fostering staff, and investing in advanced and modern facilities. Next, accelerate the progress of building the Scientific Research and Application Program of the Center for the period 2025-2029 to submit for approval at the upcoming 35th Meeting of the Coordinating Committee, with a focus on applied research and technology transfer.

In the coming time, it is necessary to continue developing research in all three directions in accordance with the Center's functions and tasks, including further promoting interdisciplinary research, applied and dual-use research. In addition, members of the Coordinating Committee must pay more attention to, and actively and proactively participate in completing the Coordinating Committee's tasks. Improve communication between the two Subcommittees, the two lead Ministries, and member ministries and branches to ensure regular and timely information for resolving difficulties and problems at all stages and levels of the cooperation.

Speaking at the event, Mr. Konstantin Ilyich Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation and Chairman of the Russian Section, evaluated that by 2023, the two sides had completed a considerable amount of work on the basis of the tasks assigned under Resolution the Coordinating Committee’s 33rd session; yielded many valuable results, including numerous new data sets with significant scientific and practical implications for military, national defense, economic development, and environmental conservation.

He emphasized the significance of expanding VRTC’s involvement in science and technology cooperation. He also noted that the Center's development is the common goal of the two Subcommittees. The two parties have actively collaborated to agree on and approve the Center's scientific, technological, and applied research program for the next five years.

At the meeting, delegates listened to a report on the results of scientific research and activities of VRTC in 2023; considered approving the 2024 Science and Technology Research Plan, as well as basic issues of the Center's scientific research and application program for the period 2025-2029; adopted 2024 general fund contributions; discussed the organization of the 35th session and several related issues proposed by the two parties; signed the Minutes of the 34th meeting and related documents.
